Research on the Integration and Modernization of Rural and Urban Education in China
　　Abstract ： The trend from the segmentation between urban and rural education to the integration of urban and rural education is the era characteristics of educational modernization. The integration and modernization of urban and rural education is the strategic choice of educational modernization. The basic standard of the urban and rural educational integration modernization is to adhere to universal standard with high level and high quality， so as to realize the modernization of educational development level of urban and rural areas， the school layout and system of teaching， life-long education, teachers, educational development environment, educational technology, educational administration， etc. The policy measures to push forward the construction of urban and rural educational integration and modernization are to propel the important reform of educational thoughts and school running concepts，to boost the reform of educational system and policy legal system， to put into practice the responsibility of the various levels of governmental plan of urban and rural education as a whole， to build the educational funding guarantee system of urban and rural integration， to intensify the construction of teaching body for urban and rural integration， to construct the educational policy legal system matching urban and rural educational integration modernization， to establish test area of urban and rural educational integration modernization， to construct the theoretical system of urban and rural educational integration and modernization， to construct and perfect the supervision and evaluation mechanism so as to promote urban and rural educational integration and modernization.

    教育一体化是教育现代化的时代特征，城乡教育一 体化现代化是教育现代化目标模式的战略选择。要坚持城乡教育一体化现代化的基本标 准，实现城乡教育发展水平、城乡学校布局和教育教学体系、终身教育、教师队伍、教育发 展环境、教育技术、教育管理等方面的现代化。推进城乡教育一体化现代化建设的政策措 施包括:推进教育思想和办学理念的变革；落实各级政府统筹城乡教育的责任，建立城乡 一体化的教育经费保障体系；加强城乡一体化教师队伍建设;建立与城乡教育一体化现代 化相适应的教育政策法制体系；建立城乡教育一体化现代化试验区；构建城乡教育一体化 现代化理论体系；建立完善促进城乡教育一体化现代化的督导评估机制。

    《教育规划纲要》确定了到2020年基本实现 教育现代化的战略目标。教育现代化必须与我国 国情相适应，与教育发展的阶段性特征相适应。 在我们这样一个城乡教育差距很大的人口大国、 教育大国实现全国范围的教育现代化，需要对教 育现代化的经济社会发展环境与教育发展的阶段 性特征做出准确判断，需要对教育现代化目标模 式做出战略选择。
　　一、教育现代化目标模式的战略选择：城乡教育一体化现代化
　　(1)城乡教育一体化现代化的目标模式
　　我国的教育现代化必须是有中国特色的社会 主义教育现代化。突出中国特色，必须立足于农 业大国的国情，着眼于城乡教育一体化发展;突出 社会主义属性，必须突出教育公平，致力于城乡教 育公平。城乡教育一体化是我国教育现代化的核(石家庄050061);秦俊巧，河北大学教育学心要素，城乡教育一体化现代化是我国教育现代 化的理性目标模式。
　　所谓城乡教育一体化现代化，是指以城乡教 育一体化为主线，以统筹城乡教育公共服务均等 化、全面实现人的现代化为目标，探索完善城乡教 育互动、共同进步的模式、途径和机制，从而使城 乡教育由传统教育转化为现代教育的发展变革过 程。城乡教育一体化现代化的核心内容是“三个 基本实现”一是在普及学前三年教育、普及九年 义务教育、普及高中阶段教育基础上，全国城乡基 本普及15年教育;二是在全面发展成人继续教育 基础上，全国城乡基本形成学习型社会;三是在逐 步缩小乃至最终消灭城乡教育在办学条件、师资 水平、教育技术、教学质量等方面差距的基础上， 全国城乡基本实现教育公平。城乡教育一体化现 代化的重点是“缩小城乡教育差距”，突出“基本全 面实现”。在推进教育现代化进程中，必须以缩小 城乡教育差距、推进城乡教育一体化均衡发展为基本方向，参照发达国家的教育水平和教育现代 化经验，以提高农村学校办学水平为重点，实现全 国范围内的城乡之间、东中西部之间、大中小城市 之间教育的相对均衡发展，使全国城乡教育在教 育思想和内容、办学条件和师资水平、教育层次和 结构、教育体制和制度、教育设备和方法手段、学 校管理和政策法制等方面全面实现教育现代化。
